If he whines "all" the time, then something is clearly wrong and I'd get him to the vet. Whining is part of their language and communication - it's a signal, and I can't imagine a dog whining constantly unless he's in pain or something.
Btw, if you've sprayed him or told him "no!" while you're holding him - he is def. not going to associate being held as a nice, warm fuzzy.
