ask for a window seat so when you slip the dog onto your lap people are less likely to notice. put a blanket on top of your baby too. i try to bring very little attension to myself. i don't ask the attendant or alert them i have a dog. i feel like "what they don't know won't hurt them". if they know you are trvling with a dog and tell you he can't come onto your lap they will be keeping an eye on you.
