I've heard similar complaints from others who have dealt with some rescue organizations. I think you're right. They should show a little more respect to people who are looking to adopt a dog. Maybe the adoptees don't meet their qualifications, but that's no reason to be rude to a person like you who is trying to help out a poor dog that might not find a good home any other way.
That said, I rescued a dog from a rescue group that didn't ask me a single question. In fact, they gave him to me and said I could return him if I didn't like him. At least one previous owner did just that. They also lied about his age and his health.
That experience left such a bad taste in my mouth that I wished I had been scrutinized. At least if I had, I would know that they cared more about the dog than they did about the "adoption fee."
