I would handle this in 2 ways.
First, anytime puppy bites and it doesn't actually hurt, substitute an appropriate chew toy. Be sure you keep them all over the house (or wherever puppy is allowed) so they are always close at hand.
Second, when puppy bites and it hurts, she needs to know that she's gone too far. This is how a puppy learns "bite inhibition". Treat her like her littermates would: yelp and then ostracize her. Do the latter by immediately breaking eye contact, standing (if you are sitting), turning your back on her and totalling ignoring her for 30-60 seconds. After that time, all is forgiven, play resumes. Repeat as often as needed. She'll understand that if she wants to keep you engaged - which she does - she has to play with a "soft mouth".
