I have a 6 1/2 month boy who has never lifted his to pee - yes, he still squats. Lately his pee has been spraying all over his front legs. How do I get him to lift his leg?

Whenever i catch him in the act or find a puddle, I've been extremely stern (I give him a pat on the behind and crate him for at least an hour) but it doesn't seem to bother him, because he keeps peeing in the house.
He's scheduled for his neutering on June 15th and I'm hoping that it will help fix the problem. Will it? In the meantime, what can I do to get him to stop?
