We have a neighbor who is across the alley and a few doors down who works for the city government. This has given them "license" to set loose a herd of cats. (Two or three that they keep and litters of kittens each year. At one point, they had eight or nine of them -- ALL RUNNING LOOSE.) Right now, I think they're at three but the annual kittens can't be far off.
They had a dog which kept getting loose (poor thing) and it finally ran away. So they got ANOTHER one and that sucker barks ALL THE TIME. I've been outside a lot lately taking time off with all the house projects, and that dog does not come up for air.
They won't do anything because the employer card will get played. Just doesn't seem right that you have to worry so about keeping your well-behaved babies when there are others who can just do whatever they want.
