We have a 3-pet limit which includes birds and fish too! BUT my neighbor has had up to 63 cats in a 5 room house and no one has ever complained about her. I think they only enforce the law if neighbors complain. She keeps three cats registered at all time (She is down to 13 cats right now.)
I she is ever asked she simply says that she babysits cats for her friends and several of her friends are out of town at the moment.
I wouldn't worry if I were you. But if you do end up having to get rid of one send it my way! LOL
