Perhaps confine her to a smaller space at first until she does go on the pad. Expand the area as she starts to get better. At the beginning my Holly used to do that too. So I used two pads and automatically she urinated in one and pooped in the other. Holly is 6 months and still has some accidents. They do regress at times but I think consistency is key. It sounds silly but positive reinforcement always help. I jump up and praise her to no end. Now I don't have to so much but I did do that at first. I really hope it helps. Otherwise do a search cause there are some really good thread on training. Good Luck.
