I'd have to hear some opposing opinions about this first - bc I can see some real benefits to this type of law. One of my personal hopes for animals is that they ARE spayed/neutered by law, and that the only unaltered animals would be allowed to approved, inspected, cruelty free breeders. And...my ultimate hope that someday, we can abolish these horrible breeders out there.
Whether this law is a step toward one direction or the other needs to be debated.
