Default Does not play well with other dogs

My Yorkie is a little over a year old. Everytime he sees another dog when we are on walks, he gets right in its face and barks and growls. Most of the time his tail is wagging too, but I don't think the other dogs understand he wants to play. Not only am I embarrassed because the other dog usually just sits calmly and looks at my yorkie, but I am worried that my little one will get hurt if he approaches the wrong dog.

My pup and I live in an apartment together, so he doesn't socialize much with other dogs. However, he is great with new people and loves children. I just wish he would learn to enjoy his fellow canines. He even barks and growls at dogs on TV! Any advice?
