I think Marcel was funny about it at first bc it definitely is heavier than a normal harness - and he's a pup, so he's not used to harnesses in general. Is yours a puppy?
It really did work for me to use the lighter harness first, maybe 3 or 4 times, then move to the Buddy.
Also, I have an adult dog - so it helped that Marcel was encouraged to follow Wylie. Do you have another dog that would motivate Royce to walk? Maybe borrow a neighbor's dog, LOL? Often when another dog is present, they don't care what else is going on, they just want to do what the other dog is doing and could care less about that darn harness....
