I made a room for Gracie behind my sofa. It is an ex-pen with her crate and bed inside. There are pee pads, toys and water. When she was tiny, I left dry food out for her as well. This method worked really great for us. I suppose you should stick to the crate if you are trying to potty train her outside. I think I read or was told that a puppy can hold it's bladder in hours the number of months old it is up to 6 months. Someone correct me if I am wrong. Personally, I would leave both food and water available for her. 11 weeks is still pretty young.
