-- I have repaired several chewed up step-ins. Even when they are properly fit some of these little contortionists can twist their heads around and chew through the chest straps.
I have tried soaking them in vinegar AND rubbed them with clear deodrant, but to no avail. I have come to the conclusion that one of two things must be done -- either plain old fashioned discipline (which ever variety you use) OR only use the harness for walks.
