Unfortunately I think Africa has bigger problems to worry about rather than worrying about puppy scams.
This sort of thing makes me so mad. Also I feel a little angry at the buyers as well, they should research beforehand and know that "if it's too good to be true... it probably is". I wish there was something someone could do to stop these scammers. I know some states have laws like, puppy lemon laws, but I don't think they do enough.
