Default Potty training--help!!

We have 2 male yorkies. One is 1 1/2-Rowdy and the other is 7 mos.-Chester. Rowdy is house trained, but we are having lots of problems with Chester. When is was 9 weeks old, he got a urinary tract infection, and was peeing 11-15 times an hour. Ever since he will not hold it when he is out of his pen. We keep him in a playpen during the night and during the day if we are not at home. He can hold it for 7 hours when he is in his playpen, but when he is out he goes at least every hour. I finally bought bellybands, which at least helps with regard to cleaning up messes and ruining the carpet. He tries to get our attention after he goes, not before. I noticed when we were visiting our neighbors, he went about 3 hours and never peed in his bellyband. I thought it might be because they do not have any animals. We just had him neutered last week, and I'm hoping that this may help. Does anyone have anyother ideas? I can't watch him every second, and it is getting old taking him out to potty every hour, especially when I know he can hold it.
