They insert a chip, and when a scanner is passed over the dog, it picks up the information (like address, phone number - the same stuff you'd find on an I.D. tag, basically). Scanners are usually only found at vet hospitals and animal shelters. I wish there was one that was a sort of tracking device, like if your pet got lost you could pinpoint it's exact location and find it.
