The weight of the ex-pen should hold it in place. I set mine up so the ex-pen sits about 1 inch inside the edge of the liner. Then I tuck one side of the pee pad under the ex-pen as well. I do have mine on carpet which could make a difference. On wood floors, I would buy some of that rubbery shelf liner and put some strips of that under the liner to keep it from sliding.
