They have some really cute harness vests at Petsmart for about $15. They might be more comfy for him, so he might not even want to bite it! I bought a thick faux-leather one, and Paddington chews it every once in a while, but hasn't even been able to leave teeth marks in it. I don't remember the brand name though, LOL I actually bought it because it was a pretty color green! The only problem is, the x-small is still a bit too big and sometimes when he really wants out of it (ie, when he's strapped into his car seat) he can fit one paw through the neck. He hasn't been able to get out of it yet, but I don't think it could be comfy for him to wear it like that, and it's really hard for me to get it off of him when he does it.

Good luck! That must be a frustrating problem!
