Both Collapsed Trachea, and Luxating Patella's can be inherited, or acquired.. Usually if they are inherited it appears when they are young puppies, but if they show up later it usually is the result of something that happened. You can contact the breeder and see if there have been any other problems, but a lot of breeders will not tell you even if they have had them in their line.

Also, it's unlikely that luxating patella will be covered either. It can be caused by just jumping and running a lot, so it might've just happened along the way rather than being genetically caused.
I'd just let her know anyways, in a nice way. |
