No, it's not normal that she's kind of wobbly...That's a sign that something is wrong with her. Did you get her from a breeder? Unfortunately imbalance, wobbliness, walking in circles, falling over, and other symptoms like that can be indicative of hypoglycemia...

It could something as simple as hypoglycemia or it can be as severe as a liver shunt. Since you don't know anything about her medical history, I would take her to the vet and have them run a $40 bile acid test which will check for liver problems. Do a google search for it and read on this...Unfortunately, more and more yorkies are showing up with this problem.

She should not be eating cat food.

Make sure and observe her after she eats her food...What is her behavior, does she rub her head against the floor or wall or furniture or anything. Does she act differently?
