I agree and that's a big part of the problem with animal cruelty - there's no consequences and no punishment....If more were prosecuted
maybe the next Puppy Miller or animal abuser would think twice.....If our laws were tougher - the Mills would have to take better care of the poor dogs they are responsible for. It's so messed up !
