Our Toto absolutely will not pee when she is wearing her diaper! Maybe you could just go back to square one ... try the diaper and put her on the pad as soon as you take it off and if she pees on the pad have a celebration!! We still give Toto a treat and "Good Girl" when she uses her pad! She
always uses her pad now and if we don't happen to see her go, she lets us know! She sits up and "talks" to us as if to say, "come see what I did"! I know it must be frustrating when they appear to have these little "memory lapses"! Good luck!
