A 5 lbs dog is not undersized. There are many toy breeds that are usually 4 lbs and up and are considered an acceptable size.

BUt you do have to ask the Vet that is familiar with the issues such as a repro Vet or get in touch with Critical Care Vet clinics that deal with this stuff routinely.

I was referring to the previous breed standard of 15 pounds and wirey hair
