No...adoption doesn't mean free. The person who is trying to find a good home may have had to spend $$ to get the dog in good health again and giving away a pet is never a good idea. Some people will take a free dog just to sell it again or to use it as bait for fighting dogs or to sell to medical labs. It's always a good idea to ask a fee when rehoming an animal...sometimes we don't understand why it's so high but I'm sure they'll explain if you ask. Many rescue homes spend their own money for shots, spay/neuters etc...and they're just trying to regroup some of that expense. By asking a fee for an animal it gives the person some reassurance that the new owner is financially capable of taking proper care of the animal. Look at it this way...if you adopt all of the shots, spay or neuter, microchipping etc...is already done and those things add up...now, figure what all of that would cost you on top of the price of a new puppy...you're money ahead to adopt and you'll be giving a deserving animal a loving home.
