That's just horrible news. It simply goes against reason why there are no laws requiring mandatory screening for people who want to own fighting dogs and dangerous dogs like pit bulls. Not only should the potential owners be screened, they should be required to complete K9 good citizen classes with their dogs once purhased, to garantee that the dogs are trained and properly socialized (with humans and other pets).
We all have to pass exams and training for driving a car... there should be something similar with potentially life-endangering dogs, too. And a regular "refreshment course" throughout the ownership period would not be a bad idea.
