i dont think it has to do with how small they are when they put limits on products....... it has to do with age because they dont want you using a prodect that will harm in the development of their little organs.... i think tinkie will be fine....... i know they sell other zodiac flea and tick shampoos but make sure it says puppy on the bottle, (its written a little small underneath the prodect "headline")
