The inner harbor is a great place to walk your Yorkie baby. Baltimore is def dog friendly. Try cheesecake factory to eat-very good. Not sure about taking your furbaby inside anywhere but to walk around the inner harbor is great. You also have the aquarium, best buy, new clothing store that just opened(forget the name), the food mall and mini shopping mall. I work downtown and there is tons to do-especially when it is nice out
