When Dobby is home all day we leave a potty pad by the back door. When we are home he uses a potty pad on the back porch (2nd floor apartment so no yard). He's learned to paw at the door, and we let him out to do his potty on the pee-pad out there. I also try to come home at lunch, or take him to my mom's so he can play outside! Good luck.
