It won't be mean to confine him to a smaller space till he learns where to potty. I'm sure he'll fuss at first but he 'will' appreciate having his own space. I think a lot of times we try to give them the run of the house too soon and don't realize that it's very overwhelming for a puppy and that they need a safe, cozy, den-like space to feel secure in.
