Is there a rash or just itchy? If there is a rash it might be a little bit of yeast, so you can use monistat or some other over the counter yeast ointment. It might be razor burn but it seems like the hydrocortisone cream would help that. Sometimes if I use a dull razor to shave under my arms I notice that I get a bumpy rash and hydrocortisone cream helps that. Hope that helps...
