My two are pad trained but they also go outside too. Look at it this way.....if you had her trained to go outside only and it was pouring rain or freezing weather and she wouldn't go potty in it, then where do you think she's going to put it.
Don't worry about it. Let her have her pads and sooner or later she will also start going potty outside too. Pad trained small dogs are so much easier to travel with too. Just plop a pad down anywhere. When we go into motels, I don't like going outside early mornings or at night, so they just use the pad.
