I use the enzyme toothpaste and put it on a cheap toothbrush and just give it to them. They chew on the bristles and brush their own teeth!
I of course keep an eye on them and take it away after about 15-20 minutes.
It's funny, Jen likes to shove the handle between the sofa cushions and leave the brush end up and lays down to chew on it.
