According to a couple of professional carpet cleaners I called, there is no way
to stop them from peeing and once they do pee on the rug, you really can't get the smell out 100%.

That's not true. Loki used to have all sorts of accidents on our carpets when he was a puppy and now he's been housetrained for over a year and he only pees outside no matter what the carpet smells like. We had a little carpet cleaner and we'd spray the spots with simple solution and then every few days we'd get the little carpet cleaner machine out. That thing saved our butts several times when he got diarrhea! We are planning to replace our carpet anyway, because we want to, but it's been peed on plenty of times and still looks presentable and doesn't smell. I DON'T want to see the pad though...
I have a floor mat that he used to have accidents on by the door that was small enough to put in my big washing machine. For a big area rug I'd just suggest simple solution and one of those little carpet cleaners (ours was like $60) And housetraining rather than pad training.
