Years ago you had to pay tax on dogs unless your dog was a working dog, working dogs were exempt from tax so people started doing it so they wouldn't have to pay. Docking was thought to have been done to increase a dog’s speed, prevention of damage in dog fights, prevention of back injury and rabies prevention! Animal welfare wasn't the same as it is now... The most common reasons now a days is to avoid tail damage from bushes and brambles, etc, hygiene and maintaining breed standards.
