What you suggested sounds like a good solution. There is also a "plastic like" chicken wire (it comes in rolls in the garden dept.) that is out now to keep birds out of gardens. It works great also and won't rust like chicken wire.
I actually got some and put it over the ground in my dog yard (the grass grows throught it and eventually you can't really see it) it helps so that they can't dig holes in the yard or dig under the fence.
