Sorry to butt in, Fashion Island is in Newport Beach, Orange County.
Also, South Coast Plaza (Costa Mesa, Orange County) allows dogs. Not in restaurants of course, but you can take them into all the high-end stores (Louis Vuitton, Nordstrom, Cartier, etc.) along with all the regular stores (Victoria's Secret, Sears, etc.) without any problems at all! I think they only allow small dogs (which is all I've seen there), but you might be able to get a bigger one in.
