She is just adorable. What a cute little button!! Well, I had a foster Yorkies that was that way when I first got her, but she learned really quick from the rest of the fosters and my dogs to eat when it's put down or lose it.
I'm sure once she "knows" she is in a loving and safe home and isn't going anywhere else, she will eat no matter who's watching!
