Well, if we knew why our dogs do some of the things they do, it would be a heck of a lot easier. I would say he isn't fully trained and you need to go back to working with him and reminding him of the proper place. sometimes our dogs do so good and we assume they are all trained, when in reality it hasn't totally sunk in and they need reinforcements. Remember, it isn't natural for a dog to pee/poo inside on a pad, obviously they can be trained to do that, but it isn't a natural thing for them. I would just back up and start over.
