It could just be the puppy coat. You can cut down on the matting by using a good shampoo and conditioner. My Jewels has a cotton coat and I use Minksheen shampoo and pantene conditioner. I usually leave the pantene on the coat for about twenty minutes. If I do this once a week she usually doesnt get any matts. I also comb the hair daily. If you want to let the hair grow out a good thing to have also s a dematting comb. They have blades on them that can cut through the matts. One time when Jewels got matted it saved her from having to be shaved down
