i definitly understand where you are coming from, but i worry that you are teaching Jake to be afraid of other dogs... what i do is ask the other person if their dog is friendly and i let Layla and the dog sniff eachother out.. i praise her that she is doing a great job and then we walk off.. i'd never let them play because most dogs are a lot bigger than Layla, but i want her to know it is ok to sniff out another dog. Strangers on the other hand.. i don't let them hold her. but they can pet her if they want...
