Not quite sure what you mean.
Do you mean she won't go on the puppy pad outside?

If she goes on a pad indoors, wait till you see her heading for the pad inside, then pick her up immediately & whisk her outside to where you want her to do it.
Don't expect her to wee the minute you get her out. There'll suddenly be lots more interesting stuff to attract her attention. Just be patient & wait with her till she performs, then make a HUGE fuss about what a clever girl she is

You've got to be really vigilant. Take her out immediately she wakes, even after a nap, also after each meal, when she breaks off from playing & anytime you see her sniffing the floor or turning in circles.
