I Would Just Go Over And Tell The Man You Saw What He Did To The Dog And It Is Cruel, Tell Him You Have Contacted The Rspca And Reported This To Them And If Anything Happens Again, They Will Be Notified And Will Call At His House, And Take Action - I Know This Is A Little Lie, But It Could Work.
He Is Nothing At All To You, So You Have Nothing To Fear, But That Little Dog May Be Seriously Hurt Or Killed.
Just Be Brave And Go And See Them, Take Another Neighbour With You If You Feel It Would Help.
