I think this is a delicate situation.if the husband would dare hurt this little dog while walking him I bet the abuse doesn't stop there.I would be concerned about the wife also because abusive behavior with animals almost always include abuse toward people.so now you have two dilemmas tell and possibly cause the dog and wife harm or sit back and wait for something to happen.I would start with an anonymous letter and call an animal agency and or protective services in to help her.I say this because I had a neighbor who was abusive to animals as a child as he became older the abuse got worse then he moved on to people and was caught terrorizing the neighborhood.(hiding in places shooting passerby with bb guns and killing their animals and putting them on their door step)all started with just hitting animals.lots of people were questioned and the authorities informed us that this is how the behavoir starts.the young man was well spoken,well dressed, educated and seemingly nice to everyone.so I think its a matter of what will benifit both as I think it has to be spilling over.are you willing to keep an eye out for her too and report this if she seems hurt.be-careful!!!
