Cry Help, what should I do?

I live in the UK and a few months ago a young couple moved into our street. The wife is disabled and relies on an electric weelchair, her husband is able bodied, they have a beautiful Yorkshire Terrier and they all look so sweet when out walking it together, however today the husband was out alone walking the dog and something he did absolutely stunned me to the point I was nearly hystericaly crying, he gave the dog a few hard kicks for no reason (as if there should be any reason to kick a dog to start with), the poor little thing yelped as he kicked it, once in the ribs and twice on the behind. I screamed at him to stop but he didnt hear me as he turned the corner to go into his house. Now I have a dilemma, I don't know what to do about it because Im afraid that if I cause a stir and go and knock on the door or report them that it might make the wife Ill, I think she suffers from cystic fibrosis and a shock might make her even worse, its obvious the dog is hers and for some reason he begrudges walking it. I was thinking about sending an anonymous note saying that if I see it happen again I will report him next time but Im terrified of the wife becoming Ill with the shock of knowing her husband does that to her dog and that it will be my fault for causing her to become Ill. Im really upset at the moment, my Yorkie died just before xmas and it just broke my heart that someone could do that to a tiny defensless dog. Any suggestions would be welcome.
