That sucks! What is wrong with people?? There have been so many known reports of animals and BABIES dying in cars like that.....there is no excuse.
Yes, the police will rescue them! Animal control division might make it there quicker, since regular cops may be on more priorty calls....I'm not sure. Don't all states have a law about that or only some?? If they break the law they will also get cited and well, I honestly don't know all the consequences.....
