First, maybe you should speak w/ your vet.....I have never had a female, so I am not certain how they "should" act and what they should do regarding this matter.
Mojo use to "try" to mark at other people's houses, etc. but he grew out of it or stopped for some reason...I don't recall anything special that I did.
Next, I am not certain if Cindy has panties, but I think you putting panties on the girl will help (for sure).
I know Des has some really cute ones and there was another YTer that had really cute (fancy ones) too. You can probably do a search and find some panties on here.
I know they also have disposable ones in PetEdge.
