Thinning shears help alot with hard to get out matts..but I really doubt that you will get it out without breaking any hairs
I am student groomer and have not come across anything that wont break any of the hair off. at least a little always breaks.
I do know that matts can be very painful and cause rashes to a dogs or cats skin.
But it you find a way please let me know
