Yes, many reputable breeders will do this. Reason: They want to know that their puppies go to homes where they will be loved forever and if for any reason you can't take care of that dog anymore, they don't want it to end up in a shelter. They don't want the puppy in another home that they have not preapproved and know that the dog will be loved. So, if you can't keep the dog anymore, they want the dog back, so that they can keep it or they can find it another good home.
