While I agree with the possibility of food allergy, it could take weeks to figure out which or what is in the food that is making her itch. A little Benadryl will stop seasonal itching. It doesn't hurt them and it gives them some reprieve from scratching.
In addition, Benadryl will not stop the problem if it's food related only put the symptoms in remission, briefly.
My 10lb Shih Tzu needs this only in the spring and he gets 1 tsp every pm until June.
