It takes some time, but you really have to focus and not let him get too excited. It's called Submissive Urination. They DO NOT even know that they are peeing (they could also to poop too!)

Roxy is 2 yrs. old and she will occaionally do it, but when she was little it was all the time. When we have guests over, I hold Roxy until every one has come in. I will place her down slowly and tell everyone to ignore her, let her do her thing, let her clam down and then you may touch her.

Honestly, I would hold him when around other puppies. Let them smell each other when you are holding him, talk calmly to him. It will take some time and patience, but he is still very very young and you can probably get control of it.
